For implementation of Land Reforms a properly oriented Land Reforms
Administration is necessary. Orientation of the field functionaries is
required for preparation of land records in the right way, determination
of ceiling areas and vesting of lands, recording the names of
share-croppers (bargadars), and ensuring their cultivation rights,
acquiring homestead lands for weaker classes and protecting the rights
of Tribal people – their ownership and possession. A through knowledge
of land laws can be imparted only through proper training and periodical
reorientation courses.
Director of Land Records & Surveys, West Bengal organises theoretical
training on land laws and practical field training on map preparation
and allied survey activities. A permanent Institute for imparting such
training has been set-up under the Directorate in 1991 at Shalboni in
the district of Paschim Medinipur on a compact area of nearly 150 acres
of land with the object to impart training in the following fields:

Survey and Settlement training for newly Under Trainee Officers
belonging to Indian Administrative Service, Indian Police Service,
West Bengal Civil Service (Executive), West Bengal Police Service,
West Bengal Judicial Service who are nominated by the Government of
West Bengal and for Officers and staff of other Departments who have
to be sponsored by that Department of the State Government.

Induction Training for Revenue Officers of Land & Land Reforms
Department, Government of West Bengal.

Training for Technical Advisors and Draughtsmen of Land & Land Reforms
Department, Government of West Bengal, Training for Revenue Inspectors.

Reorientation training of Officers of Land & Land Reforms Department,
Government of West Bengal at different levels.

The Institute can offer training regarding Survey, Map preparation, Map
Reading, Computer Training for general purpose/office use.

Training for Computerization of Land Records.

Apart from departmental trainings, the Institute can train other Departmental
Officers as it has highly experienced and trained permanent and guest faculty members.
Location
ARTI situated near Shalboni (Lat. 220 – 35’ – 49” and Long. 870 – 19’ – 07”),
in the district of Paschim Medinipur, West Bengal is about 150 Kilometres
away fro Kolkata. It is well connected by South Eastern Railway and National
Highway 60, which is previously known as Old Pilgrim Road. It is 25 kilometres
North of Medinipur Town and about 33 kilometres from Kharagpur Railway Junction.
Purulia Express, Roopasi Bangla, Aranyak Express and Adra-Chakradharpur Passenger
from Howrah/Purulia on South Eastern Railway stop at Shalboni Railway Station.
There are frequent local trains from Howrah to Kharagpur / Medinipur. At
the same time buses are also easily available from Kharagpur / Medinipur .
Available Facilities
At the backdrop of green forest with tall and beautiful trees mostly Sal and
Eucalyptus, the ARTI offers the following facilities :

BANASREE, the guest house having 2 (two) Suits and 3 (three) fully
furnished air-conditioned rooms with attached bath rooms, a big lounge,
in-house kitchen, dining room.

2 (two) small cottages with attached bath rooms and other amenities.

One big beautifully furnished 64-bed hostel, a dormitory of capacity
50 (fifty) and a ladies dormitory of capacity 12 (twelve) trainees,
both the dormitories have twin sharing cubicles inside.

An air-conditioned lecture hall styled as Vidyasagar Hall of sitting
capacity of 50 (fifty) persons.

Fully air-conditioned Library Hall with a Computer Lab and a small
conference room.
